The Global Compact encouraged participants to sign on to a CEO statement in support of the UN Convention against Corruption (Convention).
In a letter to UN Secretary-General Ban Ki-moon, Chief Executives called on governments to more effectively and robustly implement the Convention by adopting an effective implementation review mechanism at the Conference of States Parties held in Doha in November 2009. Initially signed by 24 leading companies, the letter launches a campaign inviting business leaders across the globe to sign on to the statement.
The letter, endorsed at the invitation of the International Chamber of Commerce, Transparency International, the World Economic Forum-Partnering Against Corruption Initiative and the Global Compact, calls for the establishment of a credible and effective review mechanism and suggests that;
The Convention is the only global legal instrument to fight corruption in both the public and private sectors and provides comprehensive and robust legislative and institutional frameworks for States Parties to effectively prevent and combat corruption domestically and to cooperate across borders.
The Convention is designated as the underlying legal instrument to guide the implementation of the tenth Principle that calls on businesses "to fight corruption in all its forms, including extortion." While the letter of the Convention Against Corruption is legally binding on States Parties, its spirit and novel provisions are far reaching and have ramifications for all. The private sector acknowledges that fighting corruption is a shared responsibility that requires all stakeholders to play an active role.
During the First Conference of States Parties to the Convention it was agreed “that it [was] necessary to establish an appropriate and effective mechanism to assist in the review of the implementation of [UNCAC]” and decided to establish an Open-ended Intergovernmental Working Group on the Review of the Implementation of the United Nations Convention against Corruption to make recommendations on the appropriate mechanisms or bodies to review implementation.

The CEO Letter was presented to the State Parties and Signatories by UN Secretary General Ban Ki-moon and served as an official input document for the Fourth Intercessional Meeting of the Working Group that took place in Vienna from 11 to 13 May 2009. Extended support for the letter by a large group of companies sent a strong signal to both the Intergovernmental Working Group meeting in August 2009 and the Conference of States Parties in Doha in November 2009.
In November 2009 the Conference of the States Parties adopted a review mechanism of the UN Convention against Corruption. The CEO letter campaign was a contributing factor to the agreement at the Conference of the State Parties to include the private sector in the list of actors that should be consulted in carrying out reviews of the Convention. Paragraph 29 of the Doha Resolution reads:
The State Party under review shall endeavour to prepare their responses to the comprehensive self assessment checklist through broad consultations at the national level with all relevant stakeholders, the private sector, individuals and groups outside the public sector.
The CEO Letter campaign showed that business advocacy can be an important part of improving global framework conventions and can influence global policy making. The Global Compact is committed to the effective implementation of the Convention and will continue to establish the business case for anti-corruption.
